Pandemic: Fall of Rome is a unique blend of cooperative gameplay found in the Pandemic series and innovative new mechanisms that transport players back to the time of the world's greatest empire: Rome. As the empire faces a weakened military and open borders, invasion from various tribes such as the Anglo-Saxons, Goths, Vandals, and Huns becomes imminent. Players must march through the Roman Empire, recruit armies, fortify cities, forge alliances, and engage in battle against the invading forces.

However, merely defending Rome is not sufficient; players need to halt the incursions and establish peace with neighboring tribes. By collecting sets of matching-colored cards, players can forge alliances with different tribes, allowing them to use cards of the same color to convert other tribe members into Roman soldiers, further strengthening their defenses against invaders.

Players take on unique roles with special abilities, enhancing their team's chances of protecting the empire against the invading hordes. Cooperation and strategic use of skills are crucial in preventing the fall of Rome.

Pandemic: Fall of Rome also includes a solitaire mode, where the player assumes the role of the Emperor and commands three different roles to defend the city from the invaders. For those seeking a more challenging experience, the "Roma Caput Mundi" challenge can be attempted by adding more Revolt cards to the deck. However, players must adhere to the law that Roman legions are not allowed within the city of Rome itself.

How to Play Pandemic: Fall of Rome

Introduction

Pandemic: Fall of Rome is a cooperative board game where players work together to defend Rome from barbarian invasions. Players take on the roles of different characters with unique abilities, aiming to forge alliances, recruit legions, and fortify cities to protect the Roman Empire.

Objectives

To win the game, players must:

Display More
  1. Forge alliances with all five barbarian tribes (Anglo-Saxons, Goths, Huns, Vandals, and Visigoths)
  2. Prevent the decline of Rome by keeping the city and the empire intact

Setup

  1. Board: Place the game board at the center of the table.
  2. Cards: Shuffle the City, Revolt, and Event cards separately, then place them on their respective spaces on the board.
  3. Player pawns: Each player chooses a role card and places the corresponding pawn in Rome.
  4. Barbarians: Place the barbarian cubes on the board according to the instructions in the rulebook.
  5. Legions: Place three legions in Rome and set the remaining legions aside as a supply.
  6. Alliance tokens: Place the alliance tokens for each barbarian tribe near the board.
  7. Invasion Rate and Decline markers: Set the Invasion Rate marker to the "2" space, and the Decline marker to the "0" space.

Game Play

Players take turns in clockwise order, following these steps:

1. Player Actions

Perform up to four actions, which may include any combination of the following:

  • Move: Move to an adjacent city.
  • Sail: Move to any coastal city connected by a sea route.
  • Recruit Legion: Add one legion to your current city (if it has a legion symbol).
  • Battle: Remove barbarian cubes and/or legions from your current city.
  • Fortify: Place a fort in your current city (if it doesn't already have one).
  • Forge Alliance: Discard a set of matching City cards to forge an alliance with a barbarian tribe.

2. Draw City Cards

Draw two City cards and add them to your hand. If you draw an Event card, resolve its effects and draw another card.

3. Barbarian Invasion

Draw as many Revolt cards as indicated by the Invasion Rate. Add barbarian cubes to the cities listed on the cards.

4. Check Hand Limit

If you have more than seven City cards, discard cards until you have only seven.

End of Turn

Pass the turn to the next player.

Game End

The game ends in one of the following ways:

  • Victory: Players forge alliances with all five barbarian tribes.
  • Defeat: Any of the following conditions occur:
